ATTENTION VENDORS

WHEN PERFORMING HOME MODIFICATIONS FOR BSCIP PLEASE ADHERE TO THE FOLLOWING GUIDELINES

  • BSCIP funds shall be used to pay for basic and essential home modifications.
  • All home modifications must be done within the current structure (existing walls and floor plan) of the home.
  • Home modification proposals should be reviewed and approved by the BSCIP case manager before being presented to client.
  • All plans for home modifications shall be agreed upon and signed by the client as acceptable prior to initiating service. No room and/or bathroom addition shall be made to the existing structure of the home without prior approval of the BSCIP headquarters and legitimate justification by the professional providing the evaluation or assessment.
  • Case managers and families are instructed to pursue other funding sources, such as SHIP (State Housing Initiative Partnership), CDBG (Community Development Block Grant), etc., before utilizing program funds.
  • If home modifications will be paid for with BSCIP funds, the total cost of structural home modifications shall not exceed $15,000.00 without the written prior approval of the regional manager and bureau chief.
  • Modifications to rental and lease properties shall not exceed $5,000 without the written prior approval of the regional manager and bureau chief.
  • Permission for modifications of rental and lease properties must be documented in writing and signed by the landlord (property owner) and the documentation must be maintained in the client’s record. Contractors should verify that permission has been obtained prior to commencing work.
  • Case managers and families are encouraged to make every effort to utilize temporary or portable modifications where possible.
  • BSCIP funds shall not be used to correct code violations in a client’s home. If there are code violations that must be corrected in conjunction with the accessibility modification, client should be instructed to seek alternative funding options. Additional funding can be obtained through the Florida Department of Community Affairs’ Low Income Emergency Home Repair Program, Low Income Home Energy Assistance Program and Weatherization Assistance Program.
